Susan Choi was an armed federal agent for the U.S. government. When the feds began to investigate Kingpin for illegally selling classified information, Kingpin's son, Richard Fisk, hired Choi to help him frame Peter Parker for his father's crimes.
Peter's job at Richard Fisk's company, Fisktronics, was to take home a data disc which would point out errors in the Fisktronics computer system. However, Richard was able to switch out the diagnostic disc with a disc that contained classified defense plans.
Choi later arrested Peter for the theft of classified information and he was branded a traitor. However, Peter later escaped custody and the feds, lead by Susan Choi, began a manhunt for him.
Spider-Man and Daredevil later broke into Fisktronics and stole a computer disc with evidence that could clear Peter's name but could also incriminate Kingpin in the process. Matt Murdock turned over the disc to Susan Choi unaware that she was really working for Richard Fisk.
NYPD detective, Terri Lee suspected that Choi was being truthful and investigated her. Terri soon learned that Susan Choi was working with Richard Fisk to frame Peter Parker.
Richard Fisk later had Chameleon kidnap Peter Parker and bring him to his father's mansion. There Richard put Peter in an airtight chamber and began to suck all the air out of it to suffocate Peter. However, at that moment Terri Lee and the NYPD raided the mansion. As Terri Lee was about to free Peter from the chamber Susan Choi attacked her. However, Terri Lee was able to subdue Susan Choi and freed Peter from the chamber.
Susan Choi, Richard Fisk, and Chameleon were later put on trial for their crimes and found guilty.
