The Mutant Underground is an organization that was set up by Professor X to monitor possible mutants for their own safety.
History[]
Philip, who was the head of the Manhattan Orphanage and a member of the Mutant Underground, notified Professor X that Adam, one of the orphans, was a mutant. When Beast and Gambit arrived at the orphanage they fought off the Friends of Humanity with Spider-Man's help.
When Philip talked to Gambit, Philip mentioned that Charles Xavier had members of the Mutant Underground located all over the country including positions within the United States government.

- The Mutant Underground appeared in issue three of The Adventures of the X-Men which served as a cross-over with Adventures of Spider-Man.
